I'm distinguishing between duels (Playerkilling) (I'll call it #1) and "riding into a Texas town and raping, pillaging, and shooting people for the helluvit."(mob interaction -- #2). #1 isn't regulated in cities. It's accepted as the result of two bad asses dueling one another for whatever affront one has caused. These are not citizens/shopkeepers/sheriffs/et al., nor are they innocent. If it is playerkilling, it is a "duel between individuals at high noon." #2 is regulated by city law. I am thinking that all sentient players of CF are not "innocent civilians" by nature, even the kara chal. They are "heroes" and "adventurers," all of them. They are individuals not protected by city law (except in the case of guild intrusion, in which case mobs are involved) and made the choice of lifestyle. Anyway, maybe making that distinguishment is nonsensical to people, but that's how I imagine an arbiterless CF looking. I haven't put a great deal of thought into it (except today, when arguably I put too much thought into this), and I realize, after reading this whole thread, that the situation is horrifically complicated.
