If I walk up to you at Market Square and you're standing there with an Arbiter, and I take my big nasty knife out and show it off then say "Hey, I'm going to stick this in Macheath's back," Arbiter X isn't going to do one damn thing about it until the dagger has sunk in nice and deep. Thats not protection man.
