Deterrence is a form of protection yes, but no Arbiters aren't all about protecting innocents as can plainly be seen through the eyes of any evil arbiter.

Arbiters are about maintaining the integrity of the Law and the City. Some do it for the power inherent in that duty(usually evils), some do it for justice or protection(usually goods), and some just do it because they see the law as a divine entity that is completely and utterly right(usually neutrals).
