A while ago arbiters tossed out the need for any real evidence and made it so they can flag on whims and use their "best judgement." An incredibly bad idea, in my opinion. Stellyx (or maybe his previous arbiter) always said make 99% sure you know they did it, every reoccuring criminal will eventually be caught. Sometimes it's obvious if somebody comitted a crime but there's no evidence, now evidence doesn't really matter, you don't even need an immediate witness, just those who heard yells. Yes, every arbiter does things differently and some require more than others, but it's easy to find those who want little in reasons to flag someone (Scar played one). It's really quite easy to get somebody flagged for nothing if you want to, i've done it once to somebody who had done the same to me. If you know the system, you could get quite a few people flagged for nothing by picking out an idiot like Frellis to do it. Of course, it's a totally asshole thing to do, so I don't do it... but some people don't care. I think things should go back to the tightly controlled rigid system of old, but that's just my opinion... flame it if you want.
