It is a punishment for the Player not the character.

This keeps a "safe zone" for the rest of the players to bring their characters.

It does not matter who the hcaracter is the Law apllies equally to all.

If you break the laws in this Area your character is going to suffer. Players don't want this to happen for the most part so they generaly avoid doing it.

Even if they have an IC reason for doing it they the Player are still having to cope with these rules.

This is why for the most part ragers aren't waltzing into Town at the Mid ranks and raping the Guildguards to get at the creamy middle.
