That aside, let's get to your other questions... the first thing that makes a good arbiter is maturity. Common sense, mellowness, and some intelligence all help too.

You'll need a certain minimum of area knowledge to get into the cabal. They'll quiz you about the cities... make sure you can name all of them (type HELP LAW and write down the list of names) then wander around each one until you know the layout. Know all of Galadon by heart.

Aside from this, you don't need to know jack shit about Thera. Actually, being part of the cabal will probably help you get groups and possibly learn about Thera.

For your first arbiter, I'd suggest someone kind of bland; don't play a corrupt arbiter, that'll blow up in your face. Play a neutral or evil order-loving guy who respects authority. This way toadying to the imms will at least fit your character. Make his background from something structured: an orderly city, or a soldier, or a disciplined magetype, or an abused child whose father was a hypersensitive accountant who beat him every half hour to teach him the meaning of timeliness.

Arbiters is a lot easier than the arbiters who post make out, though it does require more responsibility than kill-mage-kill-rager. It's not some godawful almost-real-life JOB or stressful 'position of authority for the GAME, man, for the fiber of the GAME'... it's just a role. The cases will provide you with hours of amusement, and aren't that hard to judge since you're given the judging criteria. Also, you'll be kept equipped in only the best of standard-level-15 gear. Rat-prince belts galore.
