I've always hated aribiters, but I think if I play one it will help me getting alot better understanding of CF, but what makes a good Arbiter? Area knowledge? RP? Experiance on CF?
Also, how does the Arbiter cabal rank on the scale of cabals. As in Empire being easy and Entropy being hard?
