Arbiter is only hard if you want to do it well. Knowing the cities well is key and if the current Elders are anything like I was they'll pick an obscure room in Galadon and make them find you and if you take forever you're not likely going to catch any breaks. I generally feel that above average knowledge of the layout of the lands is key to being a good arbiter. You especially need to know those areas where criminals can run to quickly from the cities, especially Galadon. Most criminals that leave north go to Dagdan, Azreth Wood, or the Shire cause they think they're being sly, so you'll want to know those areas. You can be a decent arbiter and not be very good at the chase, but you're a lot more respected if you can catch people even when they flee the city. Of course, being respected almost saps the fun out of being an arbiter 'cause then nobody wants to break the law when you're on but that's another thread altogether. Besides all of that, the other advice given was fairly decent.
