It may be more accurate to say that classes with a broader range of skills and spells have higher xp penalties. So the more a class crosses the line and combines Physical and Mystical skills, the higher the penalty.

what about elf thieves (and somewhat rangers) who get penalised for sneak both via class and race?

or duergar thieves, svirf magi etc.. that basically would be my gripe is that it would be nice to see more elven rangers (I vision an elf.. thats what I see).. but the exp penalty is very high and the slight benefit of autosneak vs quiet movement (ok maybe not slight) dosent make it so hot a choice against the other race options for rangers.
