You must stay in the shadows and stalk whoever you want to assassinate. With each and every stalk your chances for a successful assassination rise. One or two won't do much... but if you get four or five on your target it'll be a significant chance that you assassinate them successful, or so has been my experience.

Remember to stay in the shadows while stalking.. and you'll know you're doing it right because when you first stalk someone you will see.

You begin to stalk whoever.

Then in an hour or two it'll say "You can stalk again." When you stalk that same person it'll say...

You continue to stalk whoever.
