Arbiters, I beleive, have declared war in the past, if I recall correctly, which would also lend further credence against that fallacy in your arguement.

In a big sorting of whooping generalization:
Level the playing field. Give Dawn an item.

(though I'm sure I'm going to read a hundred responses below this saying that Dawn's only real protection is that they don't have an item and if they had an item they wouldn't be able to defend themselves or be able to do their duty or something like that, I see that all as only further evidence for my arguement)
