When is it okay for Imperials to break the town laws?:

I know there certain times when imperials can break the town laws and still be in accordance of Imperial beliefs. What's are guide lines? And if Imperials just break the law caz they can. Should you send a note to the leader of the Empire? Would that be like a rager using magic?
