Pretty much spells it out in imperial law. First, if they attack you or another citizen in town. You have till they or you can enter your guilds again to attack them.

Where it gets fuzzy is when it says they break one of the above laws.

"Order must be maintained within the civilized portions of the
realm so no one will steal or attack anyone within the Protected
Cities of Thera unless the victim is breaking one of the above
laws."

You can pretty much twist that to be anything.
