I see it as a re-affirmation of the previous codes, basically reiterating that you should embrace the codes and the followers of it, refusing to harm other paladins regardless of what reason they might give. I don't see how you can read "slay all anti-paladins" into it since Aps aren't mentioned in any of the previous codes, aren't mentioned in the guild, and I'm pretty sure aren't mentioned in the helpfiles or the Academy's paladin guild. If we were to read into that code what you read into it, we'd be breaking this one: 3. Think and control your actions before bloodshed. Patience and diligence will guide your actions.
