1) It does. It's no vampiric touch, but it does.

2) That is not the reason to use it in a PK. Energy Drain is an amazing spell because it puts the hurt on your opponent's mana/movement. In the right scenario, it can cripple someone who you'd otherwise have trouble beating.

3) You shouldn't complain about a skill/spell/supp that you haven't tried for yourself.
