Now, this is where I totally disagree. How can you say citizens sacrifice the same a ragers!? Ragers can't use magic, they can't gangbang and they are supposed to show courage, which means they have to at least try once or twice to get the bloody head if someone holds it. Now, ragers may be buff, when they have their powers, but do you know how ridiculously easy it is to slaughter them when they are without? Plenty of ragers have died 10 times a night just to try to retrieve against insane odds. In the mean time you as a citizen can just sit in Trothon and spam spells, if you have no powers and the odds are bad. > Sylvan. Did you say you play an Empire? My last point - If you think ragers are so overpowered, try to play one for yourself and I am sure you will soon change your opinion. There is a reason most ragers con-die.
You can't compare Empire with the other cabals power wise. The immortals have said plenty times, that the whole idea of Empire is to have weak powers, since their numbers is supposed to be high, and they are supposed to use any means to kill their enemies (I know some people claim you can't gangbang, because you get anathema, but that is simply not true). Granted, the numbers are really low now, but that is due to crappy mortal leadership and not the immortals actual coding of the powers. What you need to do, if you are dissatisfied about the situation, is to post a note to the immortals and become a sect leader and make the Empire flourish.
And again, I will pull out the famous pendulum argument... The tide changes. Right now it is low for the Empire, in a month you will probably not see any ragers around and a shitload of citizens.

The Empire basically don't place any restrictions on the citizens, other than they have to act evil. This can be hard, since most of us are decent guys in the real world. And the punishment is harsh, if you fail.
