Anyway... I don't think your reasoning is very logical.

Firstly, no classes have CON as their prime stat. To me that's for a very good reason. CON is something you should base a character around... for a few reasons. Think about being a Hero Ranger, and losing CON constantly. You would become weaker as a character, even with the same equipment... Just as a Fire Giant Warrior with 10 strength would be in comparison to a Fire Giant Warrior with 20 strength. That's why I feel it's not a prime stat for any class.

Secondly, rangers are a physical class... Strength suits them.

Regarding the experience penalty... If a switch was made to Con the 200 xp penalty being taken away would not balance out the change. The reason there is a 200xp penalty is because of the simple fact that in their element rangers are absolutely fantastic. They can kill others using ambush, and even if an assassin marks them, or if they're faerie fired, or whatever other possibilities... they still hit ya for a good deal of damage with that first strike, giving them a good advantage in battle. A smart Ranger will rarely die in the forest, ESPECIALLY after getting creep. The 200 xp penalty makes sense.
