In addition to removing the Arbiters from cabal warfare (eliminating the item): 1. Remove Ofcol and Udgaard from the list of protected cities. Reasoning: Ofcol is little more than a village. Udgaard's "city laws" (attacking paladins on sight) do not lend themselves well to Arbiter control. 2. Some towns or places (Like Blackclaw or your cabal HQ, for example) have shopkeepers that will deal/negotiate with you even if you are flagged. They treat your flag like a "badge of honour." Reasoning: If these fringe towns don't respect Arbiter law, they don't care whether or not you've been flagged for breaking it. Also, reduces the "annoyance" of being flagged. 3. Guards/sentries only report location of flagged victims if the sentry is from a protected city. Reasoning: If the city does not allow the Arbiters to place their laws upon it, it's guardians do not report to Arbiters. 4. No more "guarded" Cabal HQ. The Hall is moved to Hamsah Mu'tazz. Reasoning: Hamsah's philosophy lends itself more easily to the Arbiter philosophy. Also, by removing a protected cabal HQ, you eliminate the Arbiter's chances for storing/hording gear - the cabal becomes about nothing more than instilling Arbiter law. (And it's a disadvantage). 5. Vigilance only works inside of cities, or against criminals outside of cities.
