You found your post, so I'm sure you've also found my earlier reply to all of these things you ask for so I won't rehash them here. However these two things strike me as either silly or peculiar(sp).

I don't know how many Arbiters you've played, but I can sure as shit tell you that 9 times out of 10 when you go into the arbiter cabal the best thing you're going to see sitting on the floor or in the pit is going to be a jeweled broadsword. The reason for this is that people who are actively criminals never have nice gear. A criminal is generally a criminal 1) because he took a chance at "taking that nice sword from its owner" because his own sword was shitty 2)he wasn't patient enough or good enough to hunt his prey outside of the city(patience and ability generally equate to having nice equipment) or 3)because he's so badass that a flag doesn't hinder him in the least and thus he won't lose his gear anyhow(ie Zorszaul). As Imbrogno I dropped some pretty choice items in the Hall at times, but more often than not I either held onto them for somebody else(I was always regearing or upgrading Quintius' gear) or I gave them to lawful lightwalkers like paladins etc. You can't strip a cabal of a headquarters just because you think they "hoard"(a horde is a group of people) gear. Arbiters need supplies as well and arbiters die like anybody else, therefore it's better to have that jeweled broadsword and earthen gear in the pit than to have to go and get it and leave the city unwatched. Arbiter "hoarding" isn't as commonplace as arbiter-detracters would like to believe.

Like I said below, I can't think of a good roleplay reason why your detect invis would just drop when you leave the city(I rationalized why detect hidden would drop, but it was admittedly weak) and even if you could, what would be the rationale behind your ability to see hidden criminals but not hidden non-criminals?
