All of your reasons for him not dying are valid, but how is that bad?

He's a strategist and stays alive... no matter how underhanded or dishonorable or whatever his tactics seem to be!

He's an Arbiter, not someone bound by Honor or standing up to greater odds. He's done a good job at staying alive so far.

He knows when to quit. In both the literal "quit" command sense, and the figurate "run away" sense. If he always quit the game when outnumbered, he would be reprimanded, somehow, by an Arbiter Imm or something. The simple fact is now, people are frustrated because it's hard to kill him.
