Instead of a toggle I'd just make it an inherent part of being what you are. For instance, a Sylvan or Baron or anybody chaotic for that matter probably wouldn't yell for help in a city whereas an Arbiter, Imperial, or lawful probably would. So, make it that way. When the former are in a city they don't yell for help, but they do anywhere else. Somebody who is sphere courage, strength, maybe honor and a few others would probably never yell for help. You're probably asking "What happens if the person is lawful, but is sphere courage, would they yell for help in a city?" The answer is no. If there is any reason that you wouldn't yell for help(such as a sphere or being chaotic) you won't yell for help in situations that don't warrant it(never for sphere courage and not in a city for a chaotic). The reason I wouldn't make it a toggle is that once somebody finds out that you don't yell for help they're free to abuse it. Cities are no longer safe for your lawful/sphere courage, so why be lawful yourself?
