You're probably asking "What happens if the person is lawful, but is sphere courage, would they yell for help in a city?" The answer is no. If there is any reason that you wouldn't yell for help(such as a sphere or being chaotic) you won't yell for help in situations that don't warrant it(never for sphere courage and not in a city for a chaotic).

The reason I wouldn't make it a toggle is that once somebody finds out that you don't yell for help they're free to abuse it. Cities are no longer safe for your lawful/sphere courage, so why be lawful yourself?
