The Theran weight has almost zero correlation to the
expectations of RL weight. It's just a number. I can
think of a couple reasons for this even IC...

Words on a paper don't make a scroll- otherwise anyone
would be able simply speak or write them, and it does
not work that way. (ask a Master for the reason why)
Maybe these scrolls you talk about have a lead "sheath"
that isn't mentioned in the description, but is
essential to keep the magical power from fading.

Thera is not physically "accurate" in many more ways
than this- but we overlook them for convenience sake.
(it's too damn hard to code a perfect copy of the
reality we're familiar with) You really think you'd
be able to carry 20 berry pies in a sack with
heavy/sharp weapons and have them be edible after a
long walk across the world?

The "weight" of an item must reflect both its
physical nature, and its relation to other items we
as mortals may or may not know about. If a
thief can just carry around 100 detect-invis items,
how would that nasty Necro ever sneak up on him?

In other words, "Quit yer bitchin' and get over it." :)
