You can get the biggest bunch of fucking morons together (see 75% of the people that are playing ragers when ragers are in full power) and make an impact. I don't care what you say, if one cabal has 45 people and another has 3 that's an impact, regardless of the relative skill of that 3 versus the 45.

How many times have you seen a group of Imperials log off and 3 minutes later a group matching the number of Imperial log-offs of ragers log on? I've seen it a few times myself, coincidence or not. That's an impact when you're a Master and you suddenly went from having 3 hero allies to 3 hero enemies.
