You're only really screwed if you're a felar ranger, 'cause well they can't go under water. But, if you're a good or neutral ranger and you're not a battlerager then the Pine Forest is lovely ranking(you'll need a muter much like Shadar Logoth).

There are numerous underwater places to rank when you're a hero and all of these are fine. If you're neutral or evil you also have the storm giants in Kiadana-Rah(especially potent if you're a rager and you have a bard with you).

Really ranking is not bad if you've explored a lot of characters with a past char. The only time ranking sucks is when you and your groupmates have no idea where some of the high ranking areas are(ie Pine Forest, Kuo-Toa, Sahuagins, etc.)

Academy/Kobolds
Forest of Nowhere
Forbidden Forest(up to about 25 or so)
Frigid Wastelands(up to about 35-37)
An underwater places(Kuo, Sahuagin, etc.) OR Kiadana
Pine Forest once you hit 45th or so(trannie needed)

As an aside just because you're a ranger doesn't mean you have to tank. Hell if you're a rager you have all kinds of tanks and can rank anywhere you damn well please, you'll just have shitty camo/creep/etc. lag until you spend some time in the forest(which shouldn't be a problem considering all you ever do is sit in dwarf forest anyway).
