Ragers don't care about the arbiters either way. Ragers just go into the town and kill the mages. They get wanted no big deal because it's all part of killing mages in town. Then the rager goes to the tower. To try to kill some more mages. Arbiters show up and helps the mages, flags all ragers there. From then on the arbiters are branded as helping the mages. The arbiter is only doing his job right? The arbiters then break into the rager cabal to kill the wanted ragers. No biggie arbiters are suppose to kill wanted people. But now the ragers are upset for being flagged and having their cabal attacked by arbiters. Ragers then go and take the book. Arbiters then brand the ragers as constant law breaks. So now arbiter and ragers are on opposing ends.

Also the battle imms tell the villagers that towns are filled with magic. And they go kill them mages there. To protect the none hero ragers, the heros take the book so they can't flag the young ragers (faulty reasoning but what do you expect from barbarians they are not scolars.) Not because they want to pick on arbiters. If ragers wanted to pick on people. They would go take the icon since there is none to defend.

So you can't really blame the rager or the arbiters. Each cabal is only doing what they think is necessary.
