It has been a long time since anything the arbiters done to favor ragers.
As a rager, I got tired of complaining to arbiters since they do nothing really.
Once in a raid against the tower.

I had two corpses in Tar Valon. (died to conjurer nightnaugh) (died trying to retrieve corpse and other rager's corpse)
the arbiter did not flag the masters and threaten to flag me for looting in town.

another time, a rank 20 looted 3 people's items from pits with mercenaries.
the first 2 ragers' items were taken
and the suspect claimed he was doppled.
then the same suspect looted my items from the pit IN FRONT of the arbiter, took him another 15 minutes to flag the supsect. (who ran someone to commit sucide) and kept 3 hero ragers' gear.

another time, we went to raid the tower.
arbiter showed up to help.
he flags all the ragers that were there.
but when a master scourged the arbiter, no flags were placed for attacking the special guards.

and another time, I attacked an arbiter, he flagged me because he said he was on duty outside of town since he had his guards with him.
then I ask when are you not on duty???
Then the same arbiter pked me with the help of another arbiter without guards aiding them.
So I ask them what comes first?
pking or duty? they did not answer.

the only reason we go to war against arbiters are these
1. we take the book to prevent them from guarding the mages in town (ordered by the leader)

2. ridiculous flags placed by arbiters biased against ragers

3. arbiters caused nothing but problems for ragers
