Inevitably what happens in an Arbiter/Anybody war is that the Arbiters end up victorious. This is especially true now that it has been decided(in Quintius and mine time) that defending against a retrieval of the book was a criminal act, just like taking it.

Lowbies get flags, lowbies die to special guards, lowbies delete, lowbies roll up another char in a different cabal, war blows over, lowbies shelf their other char, roll up a rager...

That's why I think the process for Arbiter retaliation should be streamlined. You let a majority vote amongst the lords/ladies start a war and presto you have the book at all times 'cause nobody wants to see their numbers dwindle under their command.

I laugh out loud when a leader of a cabal starts a war with the arbiters 'cause he/she always ends up losing in the long run and becomes a detriment to their cabal.

My first rule as a cabal leader..."leave the goddam arbiters alone lest we get our asses beat"
