I started a war with em, they quit after a few days. However, I made it clear, I believe, that only Imperial heroes involve themselves in the war. Most other cabals can't do that.

Eventually, if a war goes on long enough, Arbiters will win. However, mostly, they subvert their own code to do it, creating new laws for themselves, new flagging rules, or simply bending existing rules. If a cabal allows its newblood to be depleted, it will always lose. The question becomes are Arbiters abusing their powers to cause that? I'm not sure, but there is a lot of bending rules when Arbiters go to war. Is that wrong? Not really.
