That is how things are working right now. If a rager gets attacked the arbiter looks the other way. But their official position is still we protect everyone. Yeah Right!

Arbiters have plenty of power. They just don't take advantage of it. You can spell up your special guards. Have a healer tag along and heal them and junk like that. They can use their ranks to their advantage. The guards can attack who ever is wanted without putting the arbiter in danger. Sure you may not kill a hero rager with lowbie guards. But that also means they can't kill you, but you get to annoy the hell out of them with manacles and special guards all the time.

Ragers are the one that get shafted. Espeically non hero ragers. After having to gain all their experience back they get flagged for defending their cabal and have to do it all over again. In fustration most non hero ragers delete after 200k holes.
