1) Ignore anyone breaking the law to kill or steal from ragers. Make it so that ragers cannot hide within towns if they need to rest, and as well, any Arbiter may attack them in towns. If, however, ragers attack in towns, they get flagged. 2) Balance Arbiter powers to equal rager powers. Currently, a prepared Arbiter has a very bad chance against 3-4 ragers (which is generally what they end up attacking Arbiters in (they're at war, they can bullshit it that way). Therefore, make it so that an Arbiter can stand toe-to-toe with better guards, or something other than a shield, maybe, that gave them +hit/dam/hp/whatever to thwart the Battleragers. I've played both sides, and I can say in all certainty, Arbiters are the ones that get shafted time and time again by this war. So, things should be balanced. Arbiters should not be fighting the 'greatest warriors in the world' with nothing but their class powers, as Battleragers, by virtue of BEING battleragers, get much more. Just my thoughts.
