I would be willing to accept that premise if the Ragers didn't take the book as often as they have.

By taking the book of the Arbiters, you are performing the *supreme* act of disrespecting the Law as you possibly can.

It does seem a little odd to report crimes and demand protection under the Law, yet at the same time activly take the book to prevent these crimes being punished.

It's like a cop-killing thug or gangster complaining to the cops about his house getting robbed, yet just got done torching the police station.
