I would say achiever means people who play to level, become stronger and get better gear. For them the fun isnt in killing, seeing new areas, or metting people but in seeing their characters grow in levels skills powers and equipment.

Given the style of play in CF where reequipping from scratch is part of any normal player's game, where the real power comes from roleplaying, and where characters have a finite life and people delete and start over pretty frequently I would say its only logical that this ratio is low.

But think about it, the word for achiever is power-leveler, and thats something thats not wanted here as far as I know.
