The evil-is-strong-but-has-to-have-a-weakness situation comes from very standard very stereotipical Fairy tale mentality, where the evils are seen to be all powerful and unbeatable until suddenly near the climax the good character will discover the weakness they bear, and use it to vanquish them. This just doesnt work in a continuing environment like a mud. Or rather it HAS worked, just like it should: everyone knows the evil's weakness, and guess what, poof, evil's gone from being a strong force at all. Another factor to consider, evil chars necessarily have to be stronger on a one-for-one basis than goods. Why? because goods will always band together and work as a group, while evils will backstab each other and seek to intimidate and overpower everyone else. Have an evil group which _needs_ to work together to get anything big done and you have an evil group destined to disappear. Also you want goods to always have a feeling of struggle and fight for the evil empire that shadows them.. thats where good's motivation comes from after all, how appropriate is it for a paladin to see an empire and go, oh poor single empire guy, hes got so little support and has weaknesses to boot. Oh well, lets kill him..? not very. All in all I would say its no surprise at all to have evils, and Empire in particular, at a big disadvantage in the game. IMHO this does need to be addressed for a better overall game.
