Another factor to consider, evil chars necessarily have to be stronger on a one-for-one basis than goods. Why? because goods will always band together and work as a group, while evils will backstab each other and seek to intimidate and overpower everyone else. Have an evil group which _needs_ to work together to get anything big done and you have an evil group destined to disappear. This is true, but it doesn't lead to evils needing to be stronger on a one-for-one basis. Evil folk have another important power: The ability to say "Fuck 'em." You have a lot of roleplay decisions that are open to evil folk that good characters simply won't take. (Betrayal, malicious lies, torture, a thin goatee, etc.) So while evils people have to worry about being backstabbed by one of their own, goodies have to worry about saving someone's ass when it might get them quite dead. Hence, the Law of Dark Helmet.
