The Emperor does not play enough to make a difference. Most of the Emperors that helped build a strong Empire played at least 4-6 hours a day.

Only council member that plays a lot is the Dreadlord, but that is late at night from like 1am-3am U.S. time.

High Arcanus....yeah he is good, but he plays once a week or so.

Divine and blades have no leader.

So what you have right now is someone logs on with their Empire guy...is the only citizen in his pk range. Can't level and spends most of his time with his finger up his butt (which feels goods for awhile but gets old).
