For many things it's true that once you learn how to do it you never forget, like riding a bike. With that in mind I think the rudimentary skills would be much the same, a baseball player never forgets how to throw the ball(unless your name is Chuck Knoblauch) or where first base is. In that vein I think any skills aquired before the 20th rank would probably be very much like riding a bike. Anything after the 20th rank probably would be prone to decreasing after an extended period of time.
