--Correct, neither should change.. what it does is akes it harder for them to parry/dodge you, and easier for you to parry/dodge them. (bein that you are moving at hyper speed and all)

All I know is that dex increases and the help file says you get extra hits, and I haven't seen any more than 1 hit per round with my mage.

--You wont do any more damage, you'll jsut be more likely to make contact.
