You'll still not be able to strike more than you could before, however, you will be more likely to strike as much as you can... make sense?

Eg. A mage can only attack once a round, therefor he still will not strike more than once a round. A warrior can strike 8 times a round, but averages 3 times a round. With haste, he will be more likely to use his dual wield, second attack, third attack, and fourth attack skills... meaning he'll probably attack more often.
