The drow in CF seem to be based on Salvadore's works - dark-skinned, malevolent, coldly beautiful. There's no reason why they should have the same max charisma as fire giants. I'd suggest they have a max of 22 - less than elves, but more than the other races. I also think drow should be able to be bards, but that's another topic. :)
