"Mastering" skills:

I'm just curious, but does anyone know if the requirements for "mastering" skills for cabals like masters and battleragers is a rule formed by imms or by mortal leaders? I really dislike this, as it forces everyone who wants to get involved in the "team" spirit of certain cabals into the powergaming play style. I think it's fine if people want to master their skills, and mastering skills offers its own rewards in terms of well, failing less, having an edge, etc. I'm even ok with a few classes requiring this, but it's really disappointing to me to have some of CF's distinctive communities closed off to me because I don't have the time or inclination to spam spells or practice skills all day. I consider myself a fairly good roleplayer and while not the best at least an honest and stubborn player that would be an asset to cabals. I don't mind if I'm not the best and if I die all the time - I usually do. Why isn't that, along with a strong role, enough to be allowed to even apply to these cabals? Aren't these number percentages in your skill somewhat out of character anyways? I'd suggest tests of skill instead of just "is your dodge skill 100%?" - maybe defeating a designated monster assigned to your level range, or passing an oral exam about spell strategy instead. Just a thought. Not that I expect anyone to listen to me - oh well. Just needed to vent after 56 hours of a battlerager wanabe and always trying to tank and my dodge still 79%. I guess I'll just roll up an Empire or another aribter or something- I'd rather spend my time having fun. :)
