I think imperials are drawing on the unnamed, unseen Imperial Army with which they subjugate nations. So, like Arbiter guards, who are from some unseen barracks, these centurions should be indistinguishable from one another, and should not have extra powers. If they did have extra powers, they wouldn't be lowly centurions.
