int 15 may be ignorant for an elf but it isnt for a fire giant.
int 15 may be ignorant over all playable races - but with the amount of giants, felar etc then its probably closer to average than ingorant.

And remember just because its a max for a race dosent mean that everyone in the race has it maxxed.

what do you do then for int 10 characters? (no I wouldnt play one)

basic point is, its entirely subjective.
