I think that demoralize should be based on how low the orc's charisma is. Meaning the skill is more powerful if this horrific wreck of a pig-like thinks starts shouting and cursing at you. Rather than not mattering eitherway. Personally when ugly people start yelling and cursing IMHO its far more effective.
