Because CF is static. It is awfully static! And don't worry, no matter what's written on Dio's front page or in mudconnector's entry for CF, you don't have lows of 40. In the mornings (ET), the only time when I can play, you can get as low as 15. And I have rarely seen more than 80! So you don't worry just yet, there's some road to go to get an avg of 100... You really can't expect the IMMs to change this, because that would require 24/7 from them.
If you want dynamism in your game, the only place where it can (practically) come from is the playerbase. This meeans stuff like the Syndicate, the Blue Cloaks or the Legion to be organized more often, and _to last_. But you really can't have this without a vast enough playerbase!! Hence the need for more people.
The downside to this is that any given population is composed of 80% bad individuals and 20% good individuals, so the more people will come, the more lamers will have to power rank, level sit and/or cheat horribly. But then again, maybe we'll also gain a bunch of valuable people... *shrug* it's the IMMs' choice...
