Just remember, average life of a character lies around 200 hours.
If an applicant has to spend 100 hours to find ragers, talk them
to pass through numerous interviews.. at some point it will
hurt the player behind the char, who has to spent HALF (or more)
time for rather boring things (let's be honest).
It can be funny fo the first time.
But if it is his 5th 10th 15th rager
would he enjoy to spent yet another 100hours with his yet another
applicant?
There is another point. A warrior applicant and an assassin applicant
have the huge difference.
One is moving target who simply don't see his enemies
and the second may stay hidden and could actually hunt.
So his perfomance would be just better.
Maybe that is the reason why the village now is mostly assassins.

I don't talk about THIS CURRENT induction policy (I don't know it well enough)
I talk in general, about ANY induction system that requires the time

If you look over the history, you will notice
the quality of cabal is almost independant from induction policy.
Do you do mass induct, or torture each applicant.
The numeber of morons and good chars in the cabal stays the same.

That is why the idea behind the empire is good.
You get inducted, but if you are doing shit, you get booted.
Much easier to watch the person and his deeds in the cabal
than to judge an applicant.
With some modification such sytem may be applied to other cabals
