The policy is left to the mortal leader to decide. Takashimi's policy was rigid parity, basically. Dhaevor's became this also, as while I was *pissed* at the time (to some extent I was basically made an example of... it wasn't an egregious offense), my future leadership policies were decidedly influenced by Takashimi's.
