Absolutely. I'm glad to see you remained calm while waiting for that explanation.

Yes, people who haven't been around for 18 months straight can get involved. Will they understand everything that's going on? No. Are they expected to? No.

Think about the first book of the Wheel of Time (no literary debates, please). You have this bunch of characters who are basically ignorant peasants getting involved in the story. To us they become the main characters. Still, they're getting involved in this ages-old thing with the Dark One and the Forsaken and all that. There are all these millions of things that went on before they were even born that will affect their lives that they don't know jack about. Despite all that ignorance of the past, they can make an impact on the present.

The shame, since you so nicely asked, was on the Masters who I made several attempts last night to get involved. I was ready to hand out a quest spell. They ignored these attempts and kept getting xp. Their choice.

The real irony is that this whole story was started up with the intention of being a Master cabal only quest. However, the Masters of that time proved again and again that they would much rather try to kill Ragers than be involved in that. For some reason I found it more rewarding to eventually let the PC focus of the story shift to people who were fighting tooth and nail to get involved rather than continually trying to force it on Masters who just didn't care.

Is it fair that you're in the dark now in part because of the Masters of last year? Maybe not. Was it fair that other Masters died trying to walk into New Thalos after their leader (Mijzu) pissed off the Sultan? Maybe not. Do both make perfect sense? Yes.
