Personally I think you can make a strong case for flagging any and everyone in a cabal that holds the Book. After all wanted is just another cabal power and without the Book Arbiter's can't fully enforce the Law. But then, my role is closer to Nader, than say, Bush. Anyhow. I'm voting Nader. Course, I'd never make Elder or Lord.
