Question?

From what I understand, the Arbiters are no longer around. From what I have heard, empire is taking over the role of peacekeepers. I was told this *by* a member of Empire. So what's up? Do they have additional powers like flag now? What can they do? What will they do?

Anybody have any ideas on this one?
