Not really. The Barons are chaotic they don't follow rules. the Arbiters are Police, that means that they cross each other often but that does not make them automatically enemys.
I was an arbiter thou I never trusted barons, I did not kill them unless they broke a law. That is the arbiter's enemy the lawbreaker, not a random person.
